And RainFocus.exe does work OnRefresh when using the config name lol. That was the issue. Thank you

You should try death.crafter's plugin either way, since the last version on GitHub (if it's the same plugin) is 1 full year after those latest posts:

If it's the same plugin, maybe the said issue were fixed, I don't know. Me, I didn't need such a plugin yet besides testing then, so I can't tell.
